Static analyzer is slower than expected under Goma

Issue description

The relative slowdown for static analysis on local builds is much smaller than the relative slowdown on Goma builds.

Local build, debug: 8% (core-seconds)
Local build, release: +9% (core-seconds)
Goma build, debug: 646% (wallclock)
Goma build, release: 677% (wallclock)

I'll try to re-run the local builds under more isolated circumstances and get their wallclock timings so we have a better basis for comparison, but my anecdotal evidence is that Goma builds are much more negatively impacted than expected.
