Static analyzer is slower than expected under Goma |

Issue descriptionThe relative slowdown for static analysis on local builds is much smaller than the relative slowdown on Goma builds. Local build, debug: 8% (core-seconds) Local build, release: +9% (core-seconds) Goma build, debug: 646% (wallclock) Goma build, release: 677% (wallclock) I'll try to re-run the local builds under more isolated circumstances and get their wallclock timings so we have a better basis for comparison, but my anecdotal evidence is that Goma builds are much more negatively impacted than expected.
