Regression: AXLoadComplete events missing

Issue descriptionChrome Version : 61.0.3130.0 OS Version: OS X 10.12.5 Accessible document-load events (AXLoadComplete) had been present in Chrome Canary, but after a recent(ish) upgrade are missing. I just built Chromium and they are absent there as well. Bisecting may take a while, so filing in the meantime.
