Incognito window, the "Pin tab" feature is not retaining the pages stored

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36 Steps to reproduce the problem: 1. Open the chrome browser in incognito mode 2. Launch any site url 3. Right click on the header and do "Pin tab" 4. Tab was went to pin mode 5. Close and open the browser incognito mode What is the expected behavior? Either the Browser should not allow the pin tab feature on incognito mode nor it should retain the stored url and launch the page directly on opening the incognito window What went wrong? The incognito window is allowed to do the Pin tab setting. But after pin tab, on opening the incognito window the stored tab is not automatically launched Did this work before? No Chrome version: 59.0.3071.86 Channel: stable OS Version: 10.0 Flash Version:

On my point of view, if it is feature request, As i mentioned in the expected behavior, Browser should not allow the pin tab option on incognito mode

Pinning a tab can be useful in a transient workflow. The primary motivation for pinned tabs is to fix them in a place on the tabstrip relative to other tabs; preserving them across sessions is secondary. Accordingly, removing this option during incognito can break legitimate uses of the feature. The risk from the current behavior is that people wrongly expect their pinned tabs to be restored, but given the behavioral guarantees of incognito mode, it's hopefully easy for users to understand why that doesn't happen. So on the whole, it seems better to leave this as-is than remove it.
