An unrelated but also interesting oddity introduced by that CL: Visit https://austin.craigslist.org/ and make the window ~370px tall. Hit CTRL+F and type "About". Hold down the enter key in the search box, and observe that the page creeps down one pixel at a time.

The regressing change appears to have been backed out (https://bugs.chromium.org/p/chromium/issues/detail?id=702966#c18); the problem reported in this change should be assessed before relanding. Thanks!
