Find In Page does not scroll subframes to match

Issue description

Chrome Version: 61.3130
OS: Windows 10

What steps will reproduce the problem?
(1) Visit e.g. https://cs.chromium.org/chromium/src/components/security_state/content/content_utils_browsertest.cc?type=cs&q=GetVisibleSecurityState+package:%5Echromium$&l=26

(2) CTRL+F, paste Content

(3) Click the down arrow or hit F3 to cycle through matches.

What is the expected result? Subframe scrolls to matches out of view.

What happens instead? No scrolling.

You are probably looking for a change made after 479113 (known good), but no later than 479143 (first known bad).

Of these, 
https://chromium.googlesource.com/chromium/src/+/e790c147386fdd83a00c71b62a54908a73a27dd6 looks the most suspicious.
An unrelated but also interesting oddity introduced by that CL: Visit https://austin.craigslist.org/ and make the window ~370px tall. Hit CTRL+F and type "About". Hold down the enter key in the search box, and observe that the page creeps down one pixel at a time.

The regressing change appears to have been backed out (https://bugs.chromium.org/p/chromium/issues/detail?id=702966#c18); the problem reported in this change should be assessed before relanding.
