Chrome Version: 59.0.3071.86 and this should be effecting all Chrome released versions(If I am correct)
OS: All Windows versions
What steps will reproduce the problem?
(1) Clean install Chrome on any Windows version and launch


What is the expected result?
First launch we should see new welcome + Sign-in page and upon opening new tab page we should see first run bubble.

What happens instead?
New tab page with First run bubble


Note : 
Based on offline chat with Elias he mentioned that this is finch enabled feature which can be turned off.
