Regression : Traversing of Focus is not in sequence in Sign-out screen

Issue description

Chrome Version: 61.0.3129.0/9648.0.0 dev channel Kip,Paine and Peppy
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Sign out -> In Sign-Out Screen Press 'Tab' Button
(2)Observe Focus traversal i.e. From 'Three dot menu' focus is seen on Arrow beside User Name and now again press Tab button
(3)Observe Focus is on 'Uber Tray' and then Tabbing Focus is on Password Text box (Please refer Video) 

Expected: Tab Focus should be seen on 'Uber Tray' after 'Three dot Menu'
Actual: Instead focus is seen on Arrow beside User Name 

Or 

Expected: Tab Focus should be seen on Password Text box after Arrow and then on Uber Tray
Actual: Instead focus is seen on Uber Tray after Arrow


This is Regression Issue as same is working fine 61.0.3124.0/9632.0.0 dev channel Kip

This was the intended behavior. But now I will change the tab order to: password -> menu drop down icon -> shut down -> three dots -> 'uber tray' -> back to password.

Besides, the border of the 'uber tray' is broken, as can be seen in the video. That's not related to the new signin screen but is worth noting.

Adjust user pod tab order for new login screen

When using 'Tab', the focus should go to the user menu drop down icon right
after the password input field. Due to the implementation the two have the
same tab index, so the easiest way is to switch the position of the two
elements in HTML. The order change doesn't affect any other parts of the
implementation.
