What steps will reproduce the problem?
(1)Sign in to user->Launch chrome and navigate to chrome://md-settings/languages
(2)From Add languages->add 'Telugu' language -> Enable to Display Google chrome in that language and Restart chrome
(3)Now click to 'Add supervised user' and Observe the overlay

Actual:Unnecessary scrollbar is seen in the 'Add supervised user' overlay
Expected:No such scrollbar should be seen.

This is a Non-Regression issue seen from M-56

Note:Issue is not seen in Linux,Windows OS
