Remove chromium.fyi "Mac Power Low-End Perf" builder

Describe infrastructure request/issue:

The "Mac Power Low-End Perf" builder is currently failing with "failed battor.steady_state" and has been since "2017-04-15 5:50 AM (AEST)" ~2 months ago.

Can we please either remove the bot or fix it. A bot should never be failing for 2 months!
