Issue descriptionChrome Version: 60.0.3112.32 beta OS: Ubuntu 14.04, Windows What steps will reproduce the problem? (1)Launch chrome and open devtools on any page >> Drag it extreme right (2)In styles section click on color picker window and observe spacing under color pallets Expected: No such spacing should be seen below colors Actual: Instead unwanted spacing is seen. Thanks for the report, I'm able to reproduce. Due to my change, the popover accounts for a vertical scrollbar, even though overflow is not set to show the scrollbar. A possible fix might simply be to show the scrollbar.

Retested above issue on Win(7,8,10) and Mac(10.11.6, 10.12.5) OS using latest Chrome Dev#61.0.3163.13 and issue is fixed. Attaching screen-cast for the same.
