Issue descriptionChrome Version: 61.0.3130 dev OS: Ubuntu 14.04,Windows Test URL: https://chrome.google.com/webstore/detail/screencastify-screen-vide/mmeijimgabbpbgpdklnllpncmdofkcpn What steps will reproduce the problem? (1)Launch chrome , add new user and add above extension (2)Now click on extension icon beside omnibox, so that new tab appears ,select locally save to drive and hit skip and again hit skip and observe Expected: On hitting skip we should redirect to video page. Actual: Instead nothing happens and same page is seen. This is a regression issue broken in M61. Good Build: 61.0.3128.0 dev Bad Build: 61.0.3129.0 dev

Able to reproduce the issue on Mac 10.12.5 ,Windows 7 & Ubuntu 14.04 using chrome latest Canary-61.0.3129.0. Manual Bisect: ------------- Good Build: 61.0.3128.0 -Revision-478527 Bad Build: 61.0.3129.0 --Revision-478840 Per revision bisect info: ------------------------ You are probably looking for a change made after 478767 (known good), but no later than 478768 (first known bad).
