Reload button under 'Storage' doesn't work in 'Application' section of devtools.

Issue description

Version: 61.0.3130.0 34174075ba5fe272eb1666f4d04857cadc24a83d-refs/heads/master@{#479232}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Application' section and click on reload icon near 'Storage' and observe

Actual: Reload button under 'Storage' section doesn't work while reload button near 'Cache' is working fine.
Expected: Reload button under 'Storage' section should work.

This is a non-regression issue, seen from M-61 series as 'Reload' button appears from build # 61.0.3125.0

This is more of a UI issue rather than functionality. The refresh does work, it's just that the sidebar categories for Storage do not reload like Cache Storage does.
