Regression : Unnecessarily focus highlight is seen on 'Customize and control devtools' iron icon when dock into separate window in devtools.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now click on 'Customize and control devtools' and then click on 'undock devtools into separate window' option and observe 'Customize and control devtools' iron icon in it.

Actual: Unnecessarily focus highlight is seen on 'Customize and control devtools' iron icon when dock into separate window while it is not seen when dock to left,dock to bottom and dock to right.
Expected: Unnecessarily focus highlight should not be seen on 'Customize and control devtools' iron icon when dock into separate window

This is a regression issue, broken in 'M-61', will soon update the other info:
Good Build:61.0.3123.0
Bad Build: 61.0.3124.0

Note : Issue is not seen on Mac OS.

Using the per-revision bisect providing the bisect results,
Good build:61.0.3123.0 (Revision:477507).
Bad build:61.0.3124.0 (Revision:477839).

You are probably looking for a change made after 477543 (known good), but no later than 477544 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Not in Mac 10.12.3 and Able to reproduce in latest Canary #61.0.3130.0
