Regression: Side tab list is missing on chrome://extensions.

Chrome Version: 61.0.3130.0 (Official Build) (64-bit) (cohort: Stable)34174075ba5fe272eb1666f4d04857cadc24a83d-refs/heads/master@{#479232}(32/64 Bit).

OS:  Windows(7,8,8.1,10).

Steps to reproduce:
1.Launch Chrome, go to chrome://extensions/ and observe.

Actual Result: Side tab list is missing.
Expected Result: Side tab list should be seen.

This is regression issue broken in 'M 61' and will soon update the bisect info:

Manual Bisect Info: 
Good Build 61.0.3129.0
Bad Build 61.0.3130.0

Note: Will soon update MAC and LINUX OS status once build is available.

Using the per-revision bisect providing the bisect results,
Good build:61.0.3129.0 (Revision:478840).
Bad build:61.0.3130.0 (Revision:479232).

You are probably looking for a change made after 479166 (known good), but no later than 479167 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.5 and Able to reproduce in latest Canary #61.0.3130.0
Adding Release Block-Stable for this issue.Please remove if not the case.
