omnibox zero suggest is so different than NTP titles

Issue description

Latest Chrome Canary, 61.0.3129.3. Reset Chrome flags.

See attached screenshot for NTP titles and omnibox zero suggest.

Expected: they are same. I believe that is why we don't show zero suggest for NTP.

Observed: quite different.
