Filesystem tab content overflows in a new workspace with Persistence 2.0

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3129.0 Safari/537.36 Steps to reproduce the problem: 1. Turn on Persistence 2.0 2. Add a new workspace 3. Click on the 'Filesystem' tab within the sources panel 4. Make it small enough so there is a vertical scrollbar on the Filesystem tab 5. Scroll all the way down to the bottom of the directory structure 6. See the files overflow past the content area and overlap the sidebar panels (Network, Filesytem, Content Scripts, etc.) What is the expected behavior? Filesystem content should not overflow vertically and overlap the tab headings. What went wrong? Filesystem content overflowed vertically and overlapped the tab headers. Did this work before?
