[MD settings] report bug dialog blends into about card

The dialog that comes up has no border. It blends with the about card without delineation. The result is that the UI looks broken.

Hmm, since it's a separate window, it can get brought up in front of another tab or window. That's even more confused looking.

I think that what comes up is not a "dialog", instead it is a completely new window, and therefore WebUI does not control its look, guessing it depends on the window manager (see example from i3 window manager).
