Verify that Chrome supports Win10 emoji input panel

Issue description

OS: Win10 16215 and up

Windows is introducing emoji input in the Fall Creator's update: https://www.theverge.com/2017/6/8/15766154/microsoft-windows-10-fall-creators-update-features-stylus-improvements

Chrome should support it. Not sure if this requires new work.

The 16215 upgrade is almost done on my device.
Status: Verified (was: Started)
Looks like it works. Let me know if there are other Emoji scenarios that need to be verified.
