Don't add fullscreen PWA to the homescreen if Web Manifest has empty name and short_name

Issue description

Repro steps:
1) Navigate to a page with a Web Manifest with:
- an empty "name"
- an empty "short_name"
- display="standalone"
2) Tap "Add to Home screen" in the app menu. This should add a home screen icon

Expected:
Tapping the newly added home screen icon should not open the web app in fullscreen
Actual:
Tapping the newly added home screen icon opens the web app in fullscreen

Marking this bug as WontFix. It is impossible to create a webapp with no title. The "Add to home screen" dialog disables the "Add" button till the user enters a title.
