please add more context to the bug so that a future implementor has enough context? why do we need to add it, what happens if we don't add it.

also if the answers are giving insight into Google specific closed source tehcnologies, restrict-view-google.

The future implementer is yiyun@, it's just that crbug doesn't allow non-chromium owners.

This proto contains Finch seed data. We need to add a WebView platform on the client side, as we've already done on the server, so WebView can be specified as included in experiments.
