temporarily remove chromeos9-infra-devserver3 from production

Issue description

chromeos9-infra-devserver3 needs to undergo maintenance.
To avoid test failures, we have to first remove the server
from the puppet config.  See here:

Once the maintenance is done, we need to re-add the server.

brentjones@ is the contact for the maintenance action.

The change is in the tree.  It's hard to know exactly when the
devserver will see its last request, but I'd anticipate that by
the start of business tomorrow (Wednesday) it'll be fully idle.
