Mac fullscreen: change toolbar hide timing |

Issue descriptionAs follow up from the Mac fullscreen work launching in Issue 695210, a comment from ainslie@: One observation from the enabled-video is that the Hulu example feels a bit strange. Maybe that's because the toolbar hides before anything has been drawn in the content area and that makes the hiding seem out of sync with a content-forward toolbar-hiding mode. I wonder if it'd feel better to keep the toolbar visible until First-Meaningful-Paint and at least N seconds have passed (vs. just using the N second threshold as we do today).

spqchan@ - what's the time duration(N) in the current implementation? Probably we can try "First-Meaningful-Paint"+ N, and fine-tune from there.
