github repo moved: WebAssembly/musl -> jfbastien/musl

The mirror at https://chromium.googlesource.com/external/github.com/WebAssembly/musl is out of date because upstream moved to github.com/jfbastien/musl.

Can we add a new mirror for this new repo location?

Actually don't worry.. we are using the upstream repo directly on our bot.
