Bump HPLIP to 3.17.6

Issue description

There's a new version of HPLIP which we would like to import.  Checked portage and the most current version is 3.17.4 https://packages.gentoo.org/packages/net-print/hplip.  3.17.6 will need to be upstreamed before usage in ChromiumOS.
 
I submitted a PR to Gentoo for getting that uprev'd:

Some time (~1 day?) after that's merged, our mirrors should have it ready. Then 'cros_portage_upgrade --unstable-ok --board=... hplip' should be able to handle the upgrade.

It looks like the pull request got rejected due to some test failures?
There was a companion package (hplip-plugins) that I didn't notice also needed bumped. But the maintainers just did their own bump instead. So we should be good.

Spoiler alert: cros_portage_upgrade won't like this ebuild, because we don't support EAPI=6 yet. Maybe it'll get you partway there, but you're basically just copying around sources manually at that point anyway...

I'm going to target this for 62 so it'll soak for the maximum time.  Our current HPLIP is 3.16.3 which is pretty old.
