Import PPDs from HPLIP 3.17.6

HP has asked that we pull the PPDs from their newest version of HPLIP, 3.17.6.

Note: the most current version of HPLIP is actually 3.17.7

Bumping for M61 - This update is on the backend though so should not be tied to release cycle. Also, this is just to update to the latest PPDs that we can currently support (not latest filter).
