Unusable new version Chrome 59

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36 Edge/15.15063

Steps to reproduce the problem:
1. Open Google Chrome
2. wait for 2 minutes

What is the expected behavior?
Chrome should work like previous versión.

What went wrong?
I am having a really big issue on Chrome 59, many things are broken and I don't know what to do, I am posting this from Microsoft Edge.

I can not click on buttons or selects, even some buttons on setting windows are not working, after 2 minutes Chrome begins to turn slower and slower and stop working for 10 minutes, it includes my mouse movement speed and my CPU usage goes very high, I can not close the window, and then go back to normal speed, it repeats 2 minutes later.

I already removed my extensions, re-installed Chrome and restarted computer.

I am on Windows 10 Pro versión 1703

Confirmed, the problem is with Genius Tablet and pen, using a normal optical mouse Works normally.

So, I think Chrome Version 59 is not fully compatible with Genius MousePen i608X, and maybe other pen or pointing devices.

@MTV Team-- Could someone from MTV Team look into this , as inhouse team doesn't have Genius Tablet and pen.
