New tabs opened from Home over tab switcher come partially in the foreground

1. Launch Chrome with Chrome Home enabled
2. Open a new tab (through tab switcher or menu, doesn't matter)
=> The bottom sheet opens with the Home tab selected
3. Open a suggestion in a new tab
=> The tab opens and is directly selected, instead of being just added to the tab switcher's stack. If you close the bottom sheet, you can see the omnibox in tab switcher mode over the page and pull it up. You then have a black omnibox at the top of the bottom sheet. See repro video
