"Download page later" on network error page doesn't make sense for admin-blocked URLs

Issue description

Steps to reproduce:
1) Set a URL filtering enterprise policy
2) Go to a blocked page

Result:
The error page shows a button to download the page later, which only makes sense for temporary network errors, not for URLs that are blocked by enterprise policy.

Tested this issue on Windows 10 with chrome #59.0.3071.86 as per steps mentioned in the comment #0.

Didn't see any "Download page later" button while navigating  to the blocked url.

I do not understand this bug. "Download Page Later" (now called "Download When Online") button is only provided for offline error pages on Android. The attached movie showed what happened on Windows, instead of Android.

"Download Page Later" will only be provided for those net errors directly related to no internet connection. Any other errors, like admin block error, will not trigger this button.
