window title is in some cases black, if Windows7 Classic Theme is used

Issue description
UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36
Steps to reproduce the problem:
1. Select Windows7 Classic Theme
2. run javascript call window.open('http://www.google.de','mywin','height=640,width=480');
To reproduce the problem, it is easy to call the javascript method in Developer console. (Ctrl+Shift+i)
What is the expected behavior?
The window title should be handled in correct colors like other windows.
What went wrong?
The window title will be display black font on black background. Only the windows, opend with the javascript call, have this strange bevhavier. Other window titles are displayed correct.

Chrome version: 58.0.3029.96 Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

I'm new on windows plattform (i'm nativ linux user), soo i don't know, if this have already worked in the past.

Tested on Chrome Stable #59.0.3071.109, issue is not reproducible. Please refer the attached screen-cast. @Reporter: Could you please try updating your Chrome to latest stable version as mentioned and provide us the update. Note: We were able to reproduce the issue on the reported Chrome version #58.0.3029.96.
