Removed extension is still visible under On-startup section.

Issue description

Chrome Version: 61.0.3128.0 (Official Build)4138c6d4e9f036df01c2a6092a242a3aa39b6afc-refs/heads/master@{#478527}-32/64 bit
OS: Windows (7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

Steps:
1. Launch Chrome and add any extension that replaces NTP for example above given extension
2. Open chrome://md-settings (added extension is seen uder On Start-up section)
3. Now remove the added extension from chrome://extension and observe at On-Startup section 

Actual: Removed extension is still visible under On-startup section.

Expected: Removed extension should not be visible under On-startup section.

This is non-regression issue seen from M-56, since this is new feature introduced in 56.0.2924.0

yes, and clicking DISABLE will do nothing safely, as far as I know
