Regression:Unable to tick the checkbox in devtools network tab

Chrome Version: 61.0.3128.0
OS:Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch chrome and open devtools in any page
(2)Click on network tab and try to click the Regex checkbox (Click on Regex) and observe

Expected: The checkbox should get ticked.
Actual: The checkbox is not getting ticked.

This is a Regression issue seen from M-59

Able to reproduce this issue on Mac OS 10.12.5 using chrome latest dev #61.0.3128.0.

Using the per-revision bisect providing the bisect results,
Good build:59.0.3055.3 (Revision:460255).
Bad build:59.0.3056.0 (Revision:460603).

You are probably looking for a change made after 460598 (known good), but no later than 460599 (first known bad).

I can repro on stable. Note this only happens for Regex checkbox, not other checkboxes in Network or outside. Over to allada@.
