Regression: Avatar icon is not seen properly on fresh launch

Issue description

Chrome Version: 61.0.3129.0 (Official Build)b7e12bae8572c1ed03d0959ed71df8e4efe2f8ee-refs/heads/master@{#478840}
OS: Mac (10.12.3,10.11.6)
Steps:
1. Freshly launch Chrome and oberve the avtar icon

Actual: Avtar icon is not seen properly i.e it is seen chopped

Expected: Avtar icon should be seen properly.

This is regression issue broken in M-61, will soon update the bisect info.

Good build: 61.0.3128.0
Bad build: 61.0.3129.0

Will soon update other OS info

Note: Above issue is not seen on Linux and Windows OS

Able to reproduce the issue on Mac 10.12.5 on latest Canary-61.0.3129.0.
Manual Bisect:

Verified this issue on Mac 10.12.5 with chrome #61.0.3135.4 and observed "Avatar" icon is seen properly, hence adding TE-Verified labels.
