won't uninstall from windows 10

Issue description

Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari:
Firefox:
IE:
What steps will reproduce the problem?
(1)tried to uninstall chromium but won't uninstall
(2)click on add or remove programs
(3)then select chromium and uninstall and it always gives me message there is a browser running but I use the task manager to shut them all down it just won't uninstall
What is the expected result? I want it to uninstall but it won't.
What happens instead? It keeps saying it detects a browser open but I use task manager to make sure they are all shut down.
Please provide any additional information below. Attach a screenshot if
possible.

@Reporter: Could you please help us by providing the Chromium and OS versions in which issue is observed. Verified on the Chromium latest version #61.0.3138.0(481163), we were able to successfully uninstall. Please refer the screen-cast attached, and kindly let us know if we have missed anything.
