This is because I haven't uploaded a new version of manifest but the camera orientation apk in the repo has been updated.
https://chrome-internal-review.googlesource.com/c/393229/ will fix it.

After discussing this with Wu-Cheng, I realized that I should have increased the version number of the tarball. To resolve the test failure, I would like to upload the 1.0 apk again but the webpage keep failing with "server rejected" message.

The attached file is the tarball I am trying to upload. The overlay is "project-cheets-private" and relative path is "chromeos-base/autotest-deps-cameraorientation". Bernie, do you know why uploading keeps failing?

You definitely need to change the ebuild of the APK, either add the revision number i.e. 0.1-r1 or simply uprev the version to 0.2 or 1.0.

Yeah, I have tried to upload autotest-deps-cameraorientation-0.2.tbz2 to the webpage. It failed with the same message.

I have uploaded the original autotest-deps-cameraorientation-0.1.tbz2 apk. The test should pass now.

Someone updated the original autotest-deps-cameraorientation-0.1.tbz2 version of the tbz2 file. This has resulted in breakage on anyone whom still has the old ebuild reference, such as release branches:
