[UI] VPN reconnecting status not indicated in the bottom panel

Issue description

Chrome Version: <From about:version: Google Chrome 60.0.3112.26>
Chrome OS Version: <From about:version: Platform 9592.15.0>
Chrome OS Platform: <Samus>
Network info: <WiFi/ VPN>

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Connect to a VPN service and set it to autoconnect.   
(2) Suspend/ Resume the device. 


Expected Result:
Blinking key next to wifi icon in the bottom left panel.

Actual Result:
The user has to open the network panel or chrome://settings page to check if it connect to the vpn service or not

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
