v8.infinite_scroll_tbmv2 failing on perf bots

Issue description

v8.infinite_scroll_tbmv2 failing on Win perf bots

Builders failed on:
- Win 10 High-DPI Perf:

- Win 7 ATI GPU Perf:

This test started as flaky. But now it fails consistently.

Summary: v8.infinite_scroll_tbmv2 failing on perf bots (was: v8.infinite_scroll_tbmv2 failing on Win perf bots)
Broadening this to include other platforms, because it's happening on Linux, Mac, and Win.

On Mac and Win, the only story that's failing seems to be twitter.
On Linux, discourse, facebook, and twitter, all seem to be failing. I'm going to send out a CL disabling these now.
One thing worth noting: it seems that these same stories are already disabled in system health's infinite scroll stories. We should really come up with an architecture where we can be sure that disabling a failing story in one benchmark will also disable it in others where it's likely to be failing. Otherwise, problems like this seem likely to keep occurring.
