Views: Text fields should fire a value changed event

Issue description

When the text of a text field is either set or modified a text changed accessibility event fires. This is wrong because the text of a text field is the value of the control. Text changed events should refer to the name attribute which in this case is the label of the text field. A value changed event should fire instead.

Views; Fire a value changed event when the contents of a text field changes.

We are currently firing a text changed event which indicates that the name of the text field has changed, not its value.
