Need a tool to pin/set LKGM

LKGM is used by the simple chrome builders in the chromium tree as in input - LKGM is the version of the ChromeOS toolchain used there.

LKGM is not explicitly vetted against the simple chrome flow, but so far this hasn't been a problem.

We are going to be introducing VM tests, and these could break for a variety of reasons, and we also need a guard against flaky failures that get through.
