What steps will reproduce the problem?
(1) Open Chrome Browser and go to 'chrome://flags'

(2) Enable the flag 'Password import and export' and Re-Launch the Browser.
(3) Go to 'Chrome://settings' go to the Password section and click on the link 'Manage passwords'
(4) The import export button do not appear even the flag is enable.

This happens when the new "Material Design' UI at Settings is enable, previous view shows the buttons.
What is the expected result?
The 'Import' and 'Export' buttons should appear below the saved passwords to back them up.

What happens instead?
The 'Import' and 'Export' buttons do not show in settings.
Workarounds.
Go to 'chrome://flags'
Go to the 'Enable Material Design' flag and set it as "disable' and then relaunch.
This will get back to the old Settings view and that resolves the issue as long as the customer has the chance to get back to this previous settings menu.
