[PM Followup] Functional test for tab capture of static content from MR |

Issue descriptionThis is a placeholder for ensuring that there is an E2E browser test for tab capture of static content, either using the Media Router E2E framework (real media router component) or a browser test passing identical constraints to getUserMedia(). This is to prevent future regressions caused by changes to constraint processing. Assigning to miu@ to further refine requirements of the best way to catch these issues as early as possible.
