Default font has similar "l" and "1" characters

Reported by grizzl...@gmail.com, Jun 12 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. In the Chrome dev tools console the 1 and l characters are way too similar for me, I had a hard time figuring out which one is which.
2.
3.

What is the expected behavior?
They should be more easily distinguishable.

What went wrong?
Here's a screenshot on my not so high DPI monitor (1280*1024, 19 inch)

Did this work before? N/A

Chrome version: 58.0.3029.110 Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 25.0 r0

Just make the top part of the "1" longer to look more distinct for example.

We use system fonts for monospace text as defined here: https://cs.chromium.org/chromium/src/third_party/WebKit/Source/devtools/front_end/ui/inspectorCommon.css?sq=package:chromium&l=28

If you have a suggestion for a better monospace font on Windows that most systems already have, feel free to suggest but otherwise I'll close this issue. Thanks.
