Mustash: Login UI broken in --mus and --mash

Issue description

When running chrome with --mus or --mash, the login prompt shows up as a white rectangle and is unusable. 

fsamuel@ suspects this is caused by a recent switch of login to use OOPIFs, assigning to him for triage.

Hmm, this is broken for me also, both on device and desktop. On desktop, run with --login-manager to see the problem.

If I have previously logged in a user (e.g. without --mash), then I can login with that user again. This flow does not require the GAIA webview.

However, if I wipe my user-data-directory and start with --mash I get the usual OOBE then a white rectangle where GAIA login should be.  Same thing with --mus.

Sadrul and/or Fady, can someone look at this?

+xiyuan@: It looks like the login screen no longer uses <webview> tag (or, if it does, it doesn't use a browser-plugin). Can you please confirm?

<webview> is used for gaia. Click on "Add Person" on the footer bar to trigger it. See attached screenshot.

I did a quick look before. The white seems coming from |right_gutter_| in ClientSurfaceEmbedder, probably caused by missing fallback surface info for webview.

WebView is transitioning to OOPIF. There is a currently a trial on M61. If it goes well, it'll be turned on for everyone. In other words, this will soon be a dup of 758387.
