getusermedia not working with chrome beta version(Version 60.0.3112.24 (Official Build) beta (64-bit))

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.24 Safari/537.36

Steps to reproduce the problem:
1. open this url with hd camera (ex Logitech HD Webcam C270) https://webrtc.github.io/samples/src/content/getusermedia/gum/
2. then got black screen video (stream inactive) and check console shows stream inactive after getusermedia call
3. 

What is the expected behavior?
it is working fine on stable version of chrome with same camera.
open this url https://webrtc.github.io/samples/src/content/getusermedia/gum/

then getusermedia call and got active screen working with same camera.

What went wrong?
stream should be active or working on chorme beta Version 60.0.3112.24 with hd camera

Did this work before? Yes 59.0.3071.86

Able to reproduce on Windows-7 & 10 using chrome latest stable #59.0.3071.86. This issue is not observed on Mac OS 10.12.5.

You are probably looking for a change made after 454106 (known good), but no later than 454107 (first known bad).

I am seeing the exact same thing, same webcam "Logitech HD Webcam C270". 

Chrome 60 beta works with the integrated webcam. The Logitech webcam works in other applications (eg Firefox).

Chrome 60.0.3112.24 beta (64-Bit)
