Settings notification doesn't allow to remove an entry

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36

Steps to reproduce the problem:
1. go in chrome://settings/content/notifications
2. click the setting icon dropdown on the right, and click remove
3. 

What is the expected behavior?
the entry should be removed

What went wrong?
the entry `http://smallpdf.com/lang/extract*` in that case, doesn't get removed.

remove action has no effect

Did this work before? N/A 

Chrome version: 59.0.3071.86  Channel: stable
OS Version: 17.04

Unable to reproduce this issue on Ubuntu 14.04 using chrome latest stable #59.0.3071.86 by following steps mentioned in the original comment. Added `http://smallpdf.com/lang/extract*` manually under the allow notifications and able to remove as expected. 

cyril.auburtin@ Could you please let us know is this issue seen only with this entry or with every entries. Are you able to add manually and remove the entries?

If I add an url, and remove it, it works too

but several of the entries visible in the screenshot attached, can't be removed

ok, got it. There are some default notification entries which is available even after a fresh install of the browser where I am unable to delete those entries. Not sure if this is an issue, redirecting to settings team for further triage.
