Memory leak using BLOBs

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Steps to reproduce the problem: 1. Go to websites that have a download system like mega.nz 2. Download any file 3. Have a look a the task manager before and after downloads What is the expected behavior? At the end of the downloads Chromium/Chrome should free memory usage related to that tab. What went wrong? Chromium/Chrome doens't free memory after downloads are finished. Blob-internals are all still there. Did this work before? Do you have devtools open? That causes memory to be held. Otherwise, might be a dupe of issue 712684

Yes, if DevTools is open this issue occurs. Otherwise Chrome frees memory in few seconds. Thank you.

This issue comes up frequently enough we may want to try to mitigate the behavior change when DevTools is open, or display a warning of some sort. I don't know what's possible/easy here.
