I don't think this is a regression - the new UI is a completely new material design settings, starting from M59. So comparison with the old UI or bisect data is meanless here. Also, attached video looks lost the extension (.ogv), attaching the same file again here.

The problem occurs at ~0:30 in the attached video. To reproduce: 1. Set the default font size "very large" 2. Show certificate manager (chrome://settings/certificates) 3. Go to "AUTHORITIES" tab 4. pick "org-AC Camerfirma SA CIF A82743287", expand the submenu 5. Click 3-dot icon to the right of "Chambers of Commerce Root" and select "View" 6. Certificate window pops up. Click "Details" tab 7. In "Certificate Hierarchy", make sure "Builtin Object Token: Camerfirma..." is long enough not to fit in the area and see the scrollbar at the bottom 8. slide the scrollbar to the right. The highlight of the "Builtin Object Token: Camerfirma..." line is chopped at the edge of the original right end. This seems to be a bug in painting - speculatively adding Blink>Paint component.

Mac version uses the OS-derived certificate manager and the material design certificate manager is not used.

I apparently don't have any untrusted certificates to reproduce. How do I get me some? Lowering the priority. You need to dig deep to see this and few people will.

This also happens using the old settings page (see screenshot), since both old and new share the same certificate viewer.
