Screen Magnifier breaks tab rotation on login screen

Issue description

Steps to repro:
1. On login screen, enable Screen Magnifier.
2. Move the mouse so that the tray is not visible.
3. Use tab to rotate between different parts of the UI.

Observed:
Cycling with <tab> focuses various parts of the UI and moves the visible part of the screen to show the focused part of the UI.  Except for the tray bubble, which is not made visible when it receives focus.

Expected:
The tray bubble should work just like any other part of the UI.  When it receives tab-focus, the visible part of the screen should move to show the tray bubble.

I have anecdotal evidence of one user who got locked into Screen Magnifier mode and was unable to get out of it.

I just checked: It's reproducible on ToT as well.

Hello,

I am no longer able to repro this. I am able to tab around and the magnifier moves to the part of UI in focus including the buttons in the lower right corner. 

I am resolving this bug. Please feel free to reopen if it this issue persists.

I'm still seeing this on 64.0.3246.0 (lulu).

Not sure whether that's related: Tabbing to the bottom right corner without screen magnifier doesn't show a proper blue box, there's only a vertical blue bar (cf. photo).

Thanks for that photo, it's clear. In this repro, I can't reproduce the partial focus highlight, it's a full box for me. However, I can reproduce the original behavior of the magnification not moving over to the status bar. 

It appears to be isolated to Lulu since I couldn't repro on Samus. 

I tried this again on 
ChromeOS Version 65.0.3319.0 (Official Build) dev (64-bit) 
Firmware Version Google_Lulu.6301.136.57

# Enable screen magnifier
# Log out to the log in screen
# Tab through, checking the focus rectangle as I go
Expected: focus rectangle drawn around all elements 
Actual: focus not shown on user name, password field 

Expected: every element is in the tab order and focus follows tabbing 
Actual: status window is in the tab order with or without magnifier on, but the screen never pans over to the status bar even when the blue focus ring goes there. I confirmed that the focus ring shows up on the status bar by tabbing around and then using the mouse to bring the window over to the status bar to check.
