Non-Regression: Unable to open hangouts chat and Compose overlays when clicked on print icon in gmail

Chrome Version: 61.0.3128.0 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and sign in to gmail >> Open any thread mail and click on print icon present on top right after Subject [Please refer video]
(2)Now print preview of that mail open in new tab >> Now go to Gmail tab and try opening hangouts chat or compose mail and obserev

Expected: Should be able to open chat and compose mail windows.
Actual: Instead unable to open those. Only workaround is to close print preview page and open

This is a regression issue. Will provide other info soon.

++ Correction: This is a Non-regression issue seen from M46 series

Issue is seen in 60.0.3112.30 as well.

Able to reproduce this issue on Mac OS 10.12.4 using chrome latest dev #61.0.3128.0.

This looks similar to bug 600673, and both may have the same root cause as  bug 178931  and bug 139706 - print preview blocking JS.
