Regression: In chrome://credits, on mouse hovering 'show license' link, arrow pointer is seen instead of hand pointer.

Chrome Version: 61.0.3128.0 (Official Build) 4138c6d4e9f036df01c2a6092a242a3aa39b6afc-refs/heads/master@{#478527} (32/64-bit)
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1)

What steps will reproduce the problem?
1) Launch chrome, navigate to chrome://credits, mouse hover on 'show license' link and observe.

On mouse hovering 'show license' link arrow pointer is seen instead of hand pointer.

On mouse hovering 'show license' link hand pointer should be seen.

This is a Regression issue broken in M-61, will soon update other info
Manual bisect:
Good build: 61.0.3124.0 
Bad build: 61.0.3125.0 

Note: Will update Linux info.

Using the per-revision bisect providing the bisect results,
Good build:61.0.3124.0 (Revision:477839).
Bad build:61.0.3125.0 (Revision:478135).

You are probably looking for a change made after 478051 (known good), but no later than 478052 (first known bad).

Tested the issue on Windows 7 , Mac OS 10.12.5 and ubuntu 14.04 using chrome M61 #61.0.3135.4 and issue seems fixed.

On mouse hovering 'show license' link in chrome ://credits ,hand pointer is seen.
