Can't Delete certain Most Visited Websites on New Tab when I clicked Restore All once.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.86 Safari/537.36

Steps to reproduce the problem:
1. Visit some webpages. For these sites, I only needed to visit them once and they appeared in my thumbnails.
2. Remove one or two of these webpages.
3. Click "Restore All" when chrome pops up the message at the bottom of the screen that allows you to undo your removals.

What is the expected behavior?
Clicking "Restore All" should indeed restore all removed Most Visited Websites from that thumbnail removal session. However, "Restore All" should only do it for that session.

What went wrong?
Instead of Restore All only being a one-time function for the removal session, it seems to continuously restore all the thumbnails which were present at the time I was attempting to remove them, even when I uninstalled and reinstalled Chrome and cleared my browsing data including the cache, cookies, passwords, and so on. Attempting to remove the thumbnails again, even at maximum clicking speed, fails to resolve this continuous "Restore All" cycle.

Chrome version: 59.0.3071.86  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

The issue continues to persist every time those sites appear in my Most Visited Websites thumbnails. I only took one click on these sites as well contrary to the Most Visited moniker of these thumbnails, so they shouldn't have appeared at all in these thumbnails.

Tested the issue on windows 7 using chrome M59 #59.0.3071.86 and issue is not reproduced.

Seems like this is working as expected. Attached screencast for reference.

@windsonicboom-- Could you please let us know if you are requesting for feature request or if you have seen this working before with chrome.
