Documents no longer get read-only state

Issue description

Chrome Version: 61.0.3127.0 (Official Build) canary (64-bit)
OS: Windows 10 Version 1703 (OS Build 16199.1000) 64-bit

What steps will reproduce the problem?
(1) Start Chrome and the NVDA screen reader.
(2) Visit this URL: data:text/html,test
(3) Use the up and down arrow keys to read the page.

What is the expected result?
NVDA should say "test".

What happens instead?
NVDA says nothing when you use the arrow keys.

This happens because the document does not have the read-only state, so NVDA does not automatically activate browse mode.

This is a very recent regression.
Works as expected in: 61.0.3122.0 (Official Build) canary(64-bit)
Fails in: 61.0.3127.0 (Official Build) canary (64-bit)

This appears to be fixed in 61.0.3132.0 (Official Build) canary (64-bit).
